Head of Finance

Responsible to: Vice Principal - Finance & Resources

Main Duties and Responsibilities

  • Provide effective management and leadership for the Finance Team.
  • Manage the functions of the finance office including accounts payable, accounts receivable, banking, online payments, general ledger, cash holdings and control accounts.
  • Maintain relationships with external stakeholders including the auditors and the bank.
  • Implement improvements in the finance system.
  • Take responsibility for the administration of the finance system.
  • Support budget holders in budgetary control and provide user-friendly and timely financial reports for budget holders and management.
  • Ensure robust and effective financial controls are in place.
  • Advise senior leaders on key financial matters.
  • Develop and oversee financial policies and procedures.
  • Ensure compliance with all relevant financial standards, regulations and procedures at both sites.
  • Ensure that all income is maximised
  • Lead the budget-setting and financial forecasting processes.
  • Monitor spend against budget in order to inform strategic decisions working with the Accountant.
  • Provide financial management to the Abacus Maths Hub and other initiatives that the College participate.
  • Undertake financial analysis of allactivities including the work with School Direct, Higher Education and initiatives such as T-Levels.
  • Supporting year-end accounting and audit processes.
  • Take responsibility for the timely and efficient preparation and submission of financial returns to the ESFA and other regulatory bodies
  • Ensure follow-up on any recommendations from Audit and Assurance Reports.
  • Ensure any tax obligations are discharged correctly and effectively.
  • Undertake such duties that maybe assigned commensurate with the grade and overall responsibility level of the post and as changing circumstances may require

QUALIFICATIONS and TRAINING

Qualified accountant (ICAEW/CIPFA/ACCA or equivalent)

EXPERIENCE

Successful experience (minimum 3 years) of managing financial operations

Financial experience gained within a regulated sector including the public or charity sector

Experience of developing financial systems

Familiarity with the FE/HE and Charities SORP.

Experience of the post 16 sector

Knowledge of PAYE and VAT regulations

Successful experience of leading teams

Experience of the budget management cycle

Recent participation in relevant professional development

Experience of working in commercial business

KNOWLEDGE, LEADERSHIP and MANAGEMENT SKILLS

Appreciation of stakeholders impact on organisations via governance and regulation

Knowledge of the ESFA and its financial rules and regulations

Ability to lead and manage others within the context and beliefs of Christian values
