The Senior Commercial Manager plays a pivotal role in leading strategic sourcing and procurement activities to secure goods and services essential to NHSBTs operations. Working collaboratively with suppliers, internal directorates, and international peers, you will ensure procurement solutions meet stakeholder needs while delivering innovation and efficiency. A key part of the role is to manage end-to-end procurement processes in compliance with Public Procurement Regulations, the NHSBT standing orders and Standing Financial Instructions at all times. You will be responsible for risk managed delivery of contracts that are robust, legally binding and importantly cost efficient and effective as well as ensuring that we can demonstrate to the public through the scrutiny of audit both internal and external, that we obtain great supplier performance and best value for money on our contracted non-pay expenditure and achieves savings targets. Main duties of the job In this role you will support in the delivery of the planning & organisation, day to day operations, financial, quality targets and vision of the Commercial directorate within NHSBT. Responsibilities include: - Leading and supporting category strategies, market shaping, strategic sourcing, and procurement.
- Developing long-term strategic plans for the sourcing, procurement, and delivery of contracts.
- Developing working relationships with key suppliers and ensuring excellent performance standards are achieved in line with contractual requirements and stakeholders expectations.
- Leading and supporting in the preparation of tender documents, inviting tender bids from suppliers, including the selection of suppliers following pre-qualification analysis of supplier information and pre-tender commercial discussions.
- Ensuring compliance with Public Procurement Regulations including the legally mandated OJEU Directives and the NHSBT Standing Orders and Standing Financial Instructions at all times.
- Delivering contracts that are robust, free from risk, legally binding and importantly cost efficient and effective.
- Ensuring that NHSBT can demonstrate to the public through the scrutiny of audit both internal and external, that it obtains best value for money on its contracted non-pay expenditure and achieves savings targets.
- Co-ordinating and planning own work and the work of individual staff via a work programme.

Person Specification Qualifications - MSC in Procurement/Business/Economics OR alternatively able to demonstrate equivalent level of knowledge & experience

Experience - Experience of market shaping, strategic sourcing, purchasing, contracting and supplier and contract management in a fast-moving environment.
- Experience in large scale contracting arena. Evidenced by contractual negotiated success.
- Knowledge and understanding of large complex commercial contract negotiations.
- Ability to analyse, interpret and manipulate complex data and information.
- Advanced use of Microsoft office packages, Oracle Financial and Commercial Systems.
- Experience of contract and supplier management.
- Experience of designing and developing tender and contract documentation.
- Knowledge of legal terms and conditions.
- Ability to use other computer packages e.g. Acrobat
- Experience and knowledge of Quality standards, ISO, Service Level Agreements, Purchasing Policies and Procedures.
